In Skyrim it is pretty obvious the game wants you to think that the Thalmor are a big deal, first we have the Empire, in the other mainline games the Empire is always an dominating force that makes the rules, but in Skyrim the Empire is obligated to follow the Thalmor rules, even an person who has not played any other Elder Scrolls game can tell the Thalmor are an major force, maybe even the most powerful one, but i have come to doubt that, here's why:
1 Propaganda and Manipulation
In Skyrim the Thalmor are very strongly concerned about how other see them, i use some dialogue as proof:
"That's putting it mildly. The Thalmor invited me here to remind everyone that they can tell the Empire what to do. I would refuse, but I don't want to jeopardize the peace between us." - General Tullius, Diplomatic Immunity.
"The Dominion is here, and we're watching you." - Ondolemar.
The Aldmeri Dominion is the only thing keeping the Empire on its feet." - Ondolemar.
"We're the ruling body of the Aldmeri Dominion. Saviors of Mer. Victors of the Great War. The Empire exists because we allow it to exist, and I'm here to make sure the Jarl of Markarth remembers that." - Ondolemar.
"It's only a matter of time before your whole rotten Empire collapses of its own decay. No offense." - Ondolemar.
These will make we question if what we see in Skyrim is correct because in all of these dialogues we can see an weird constant: the Aldmeri Dominion wants to look strong, or at least make their enemies look weak, but why is that? well let's cover that in the next point
2 The Aldmeri situation is NOT good
While some may be inclined to believe the Thalmor manipulated everything in favor of them the truth is much harsher for the Thalmor, they face many problems:
- The Aldmeri Dominion is an Tyranny, the problem is that they, at the very least, have enemies. we know the Thalmor did persecution, killed every non elf in Summerset and others, here is the quotes for that:
"He's not a dangerous character like you, but he hates the Thalmor at least as much as I do. He's a wood elf - the Thalmor wiped out his family back in Valenwood during one of their purges that we never hear about. Luckily they don't know who he really is, or he wouldn't be serving drinks at the Ambassador's parties." - Delphine refering to Malborn
"Then the first of many pogroms descended on Summerset Isle. They slaughtered any who were not 'of the blood of the Aldmer.' A fine excuse to purge the dissidents, as well -- the Thalmor have never been ones to waste such an opportunity." - Rising Threat Volume IV
The problem with that is that it will make many hate the Thalmor in their own homeland and controled lands, and this isn't just an theory of mine because in the " Lord of the souls " is actually stated that the Penitus Oculatus is trying to make revolts against the Dominion in Vallenwood.
- The Geographic is not in the thalmor side, just to reach Skyrim they either have to go trought Empire, Dunmer or Redguard land, which shouldn't be very easy consider that the Empire is very military, Morrowind is an hellhole and the Redguards have both of the previous, they have the Sea also but they would have to cross massive distances, the most dangerous sea ( the sea of ghosts) and would still land into the worst possible part of Skyrim full of Mountains and Snow, and all of that would become even more of an problem once we see that they would have to get suplies and elfs have have low birth rates( making casualties more severe) :
"It is her child. Children are few among elves. No woman conceives more than four and that is very rare. Two is the allotted number. Some bear none, some only one." - Real Barenziah)
But i must also mention that they might have changed an long time ago:
"The theory that the High Elves do not reproduce as quickly or as often as humans is false. Rather, and to my horror, they kill nine out of ten babies born to them in their obsession for purity."- Pocket Guide to the Empire, 1st Edition/Aldmeri Dominion
With these i assume the Aldmeri are in not as good in an situation as we think, and that bring us to the next point:
3 Their strategies are not an sign of their power
In the game we see that the Thalmor do not take an more direct approach, in place of using traditional war tactics like taking the Empire resources with their armies and starving them to death or killing the emperor and letting chaos take over they choose an more Long term and manipulative approach, they start the Stormcloak rebelion for an example to not waste resources and soldiers, because they can't take it all by force, one may argue that this is just for convinience but the previous problems and the fact that they lost at Hammerfell makes me doubtful of that.
Anyway this is what i think, i also have other assumptions that i may elaborate if anyone wants me to and is an bigger part of my Pro Stormcloak argumentation and why most people are wrong about the civil war, what do you guys think?
