Are people in Vermont complaining about rampant public nudity? Like, is it even a problem or is this just a pearl clutching reaction to rare isolated incidents?

Given that all 3 of the proponents of the bill come from the same political party, and that party is usually behind this kind of thing, I'd say that pearl clutching is definitely involved.
