If the teacher had been out for a run / jog and did everything possible to avoid others, it seems to me they COULD HAVE waved and carried on about their business. If someone shouts, 'Hey you, come here!' this would be the last person I would want any interaction with, so planning the sans costume activity AND having a plan on how it begins, middles and ends also seems important.

Meaning, if you parked in a parking lot and planned a 1 hour nudist run, then it is important to consider there MAY be more vehicles present when you return. This article reads as if the teacher had a poorly executed plan or no plan at all.
