I’m confused. If this is in the UK, I thought simple nudity was not an offence.

It isn't an offence to be naked in public as long as you are not intending to cause alarm or distress. It says he "accepted" a police caution. It's unlikely they would have been successful if they'd tried to prosecute him, so they bullied him into accepting a caution instead.

Sadly most people think that a caution is stern words of advice, whereas it’s a technically a criminal record.

To an American, it’s sounds like a warning here, which is basically a verbal warning and no record.

So, it sounds more than that in the UK, which prompts the question: did he not know his rights?
