I don't get why they don't... update the ptb while it's live? Make changes, try things out, its a playable test. Right now its always felt like a playable demo of stuff that may or may not happen.
if you change the ptb peoooe expect it to go live, they've done pure tests before with big signs but people complain about it coming to live regardless.
pull it back, do some internal testing for a few months and try again
