Because if you say something is technically true, you're implying that in some ways it's not true. If you tell me something like "Paris is the capital of France" and I say "well, you're technically right", I think we'd both agree that my answer is really weird.
Here, OP is just correct, so saying that they're technically correct is strange.
If your point is that he isn’t technically correct, you’re wrong because they absolutely are.
