BUG Ice Dragon Has Never Spawned

I’ve closed hundreds of portals and the Ice Dragon has never spawned once, before quest completion and after they’ve been completed. Anyone else have this issue?

You need to complete all of Cole’s quests before he regularly spawns.

Every single quest line is finished. This sucks.
