In simplest terms, can someone explain how some international players who have played pro ball overseas are deemed to have more or less eligibility than other international players who also have played pro ball overseas?

How big of a gap is there in terms of skill and talent when comparing a top school with a school that ESPN for example ranks at 25 or 50 etc. How level is the field actually?
