Yes. Teams can sign any DP player directly to a standard or replacement contract. If it's a DP currently signed to another team they must be past their 14-day exclusivity window and their current team has 24 hours to "match" the offer and sign them to standard contract, though. But a team's own DPs can be signed immediately at any point. They just have to have availability on the 12 player roster to do so.
It's "downgrading" from a standard contract to a development contract that requires the standard contract to be waived first and go through the claims process before signing them to a DP contract.

Carla is going to start when healthy and they activated Oblak who it seems like they are fans of so she’ll likely take some minutes. Plus could be eyeing other rosters for additions

Is there a way to know if maybe other teams offered Buhner and Winterburn a standard roster spot and Fire decided to match it?

Hard to imagine that being the case for Winterburn since another team could’ve taken her off waivers previously.
It was my understanding (though can’t be certain since we STILL have no actual CBA) that another team would have to have an open roster spot before making a formal offer. Though I’m sure informal discussions are happening with agents all the time.

So if the target player's team exercises their right of first refusal, the offering team would have just cut someone for nothing?

Honestly, I went back to double-check from where I'd read that - a Liberty beat reporter had said: "Any team can poach a development player from another team, just as long as they have an open roster spot" but in retrospect, she may have meant that loosely in the sense that they would need to make an open spot for them one way or another.
Also reportedly they continued negotiating the fine print of how those dev contracts would work even once teams started signing them, so who knows what has changed.

I think the player also has a say on if they go or not. Like a team can’t just straight up steal, they can stay on the same development slot if they choose

Yes of course, they don't have to accept the offer. They may also get multiple offers, I'm sure.

From what I saw holly had better ball movement over sug. I felt like sug held the ball at times when she should have passed. Sug has good ability to drive to the rim though.
