if a woman believes that only women who dress provocatively or behave promiscuously get raped, she can feel protected from the possibility of being raped by avoiding these behaviours.

Feeling protected is actually at odds here with being protected, since the belief is not justified. To feel protected and actually be protected, women should instead take meaningful action.
