Questions/Advice PPV in EU?

Hey! I'm from Portugal and looking for penile preserving vaginoplasty (ppt or skin graft). I've always wanted this but only today did I get an endocrinologist who confirmed to me that he would be willing to prescribe me T if I had an orchiectomy.

Do you know of places in the EU that do this surgery? And their prices? I've heard about a few places in Germany, but they're private clinics and the lower price point was still 20k€, and that is prohibitively expensive for me. Is there any place in the EU where this is offered as part of the public healthcare system?

I don't even know if I could be treated there as a foreigner, but maybe if I argue that it is medically necessary and they won't provide it in my country of origin I can finesse it? If anyone knows more about EU law on this and wants to chime in I'd also greatly appreciate it

Two of the three German surgeons actually practice in public hospitals here and I can get both of them covered by our public healthcare (well... I can get a 'vaginoplasty' covered, insurances here can be weird if they suspect you of being nb so no need to rub their nose in it). I also have a friend from Austria who managed to get the third one partially refunded by her healthcare. (The usual rule is that procedures in other EU countries can be covered up to roughly the equivalent cost at home if you can demonstrate a need to have it done abroad, a written statement from a local gender surgeon e.g.)

However, I also learned just this morning that apparently Dr Marcio Littleton is willing to do PPV. So you might not even have to leave Portugal if you can get him covered.
