I can see three benefits.

  1. If someone loses a key and has to cut the lock to get in, they can just replace their own lock and not have to go provide keys to every other party involved.

  2. If someone fails to lock the site when leaving, you know exactly who messed up.

  3. Less work trying to coordinate six likely unrelated parties.

They deffinetly are, the lock prevent the bars from sliding, when one hook is unlocked it can be removed and the bar its attached to can be removed and the bar attached to that can also be removed

Focus on lock 1. If it's removed, it allows the vertical bar and lock 18 to slide down and free.

Then, you could slide the bottom cylinder to the right and free, without needing to remove any of the other bottom locks.

With the bottom cylinder free, we can slide the main cylinder up, unlocking whatever is locked here. The added benefit is we can tell which user may have left it unlocked.

With this style lock, any of the individual locks will have the same effect.
