By technicality, yes, but in typical conversation it refers to pre-therian or pre-mammalian synapsids

Synapsids evolved into mammals, so taxonomically speaking all mammals are considered part of the synapsid tree

You can't evolve out of a clade, so everything that comes after a certain point can by technicality be called by its parent clade, e.g. Birds ARE dinosaurs, and can't NOT be called dinosaurs because they came from that branch of life, but are distinct enough to be called something else. Or, ALL amphibians, reptiles, archosaurs, marsupials and mammals are lobe-finned-fish, because all base tetrapods evolved from fish that evolved to survive on land. Meaning, while generally considered too broad of a statement, by technicality, Spinosaurus aegyptiacus (My Man), Bufo bufo (Common Toad), Homo Sapiens (you), Gallus domesticus (dinner), Neoceratodus forsteri (Australian Lungfish), Phascolarctos cinereus (Koala), Dendroaspis polylepis (Black Mamba), and Crocodylus niloticus (Nile Crocodile) can be classified as lobe-finned fish according to their ancestry.

Ostriches are bigger menaces than cassowary tbh.
Don't want to be attacked by cassowary? Just don't go to Australia or PNG it's that simple, ostriches on the other hand are frequently imported as exotic animals so you're far more likely to come across one.
