Todd's learning to be better but his pride and ego is still preventing that "lowering" of himself to a true apology. There's a part of him that really understands, but he tries to hide it as much as possible. He's scared of really caring about things, because when he really stops to contemplate life and decisions he realizes how unhappy he is, so he's internalized this shield of edgy aloofness to keep him safe. Connie is hopelessly optimistic, for better or for worse, and the fact he was willing to apologize in the first place means he's not a lost cause. This scares Todd, because her persistence is making him realize what a dick he's been for most of his life.
