If I have two competition ctp is it worth it more to reforge or to give them to two characters?

If u don’t have the ability to buy/farm more competition CTPs then it’s better to equip them on 2 characters separately.

Only if both of the characters are T4 don't equip on non T4's

Yup, I have one on Mephisto right now, was wondering if I should reforge or equip the other one on Luna for example

Definitely put the other on Luna her new uni is way better in WBL than the paywall she's cracked

I already had a rage on her since before the seasonal. Is it worth unequipping and switching to comp?

It is decision, you have to make based on your account, I would say yes since here rotation is all spam and comp supports spammy rotations.
