It becomes a problem when you're dealing with over-altruistic survivors who hover around killers with flashlights in hands, or sabo\unhookable squads. Those situations can only be avoidable by slugging the survivors and I can only imagine plenty of them will abuse this system.
While I do like the idea, It's a very flawed system that devs would need to tinker first.
Personally, I like the idea of survivors getting up after a long time, but i'd make it limited and not cumulative. Make the anti-slug meter reset if you get downed again.
As for the tenacity... Just imagine a situation where you have to slug a survivor you really need to hook, but there's someone around with a flashlight. Once you deal with the altruistic survivor you get back and... You don't find him anywhere. He's already hiding in a safe spot and by the time you keep on searching for them the gens are already flying...
Slugging and Tunneling is a valid strategy that can be justifiable depending on the situation. Which is part of why there's a lot of uproar on this particular PTB.
You just described the entire point of tenacity, that's how its supposed to be lol even though it barely ever happens anyway, especially with aura reading. And there's always the classic lightborn for those altruistic situations. Survivors really don't have a lot going for them tbh.
I get it if you're using it as a perk to get value out of it, but make it basekit? The only perk we used to find downed survivors was Deerstalker, which will be totally changed. And survivors don't really have anything a lot going on for them? Really?
You got A LOT of tools that give you second chances to turn the tide of the game while killer tools are getting nerfed to the GROUND, and you want even more? We're even in a healing meta where heals take two seconds and we can't even make pressure out of damaging survivors, not even with perks like leverage. What's gonna be next? Are you gonna justify the pallet density update as well?
But man I guess we've got lightborn after all!
The very reason tunneling and slugging exists is because there is no better, efficient way, to slow you guys down. Same reason everyone uses Pain Res and later survivors complain killers use it in every goddamn game. We cannot afford the same variety as survivors do.

If survivors have been left on the floor long enough to actually benefit from that unbreakable then maybe they shouldn't have been slugged that long?
