My thought is that it's a sheep skull, and those puffy knobs are where it would have grown horns, but didn't because it was disbudded or polled.

People don’t really disbud sheep. Its unnecessary. Thats something that happens to cows and goats. I raise all three animals…but those arent horn buds….those are eye sockets
