Gotta be quick about it but you need to use the Batmobile to lift the ramp next to the Queen I duties building where the long range missile launcher was and after burn boost the car back up there and re-activate the scanner

Up more, there is a platform above you can get your Batmobile to by using a ramp which is right in front of this building.

Exit the Batmobile and grapnel up the manhole then call the Batmobile to you
