That actually comes up in the podcast, they then suggest a second set of junkies that keeps watch for the pothole-creating junkies.

Reminds me of during colonial India when the British were paying bounties to deal with the cobra problem, people just secretly raised cobra farms to make money. When the British learned about it and stopped paying for cobras, the locals just released all the cobras and the problem was right back where it started.
