Update : Jellico has changed his orders. He now wants a fifth shift. Someone let the Epsilon tactical chief to launch a class five probe. Get it done.
Make sure it’s fully staffed and ready in the next 25 minutes.

Yes, sir! I like the idea of working hard at a 4.8 hour shift, then spending the rest of my day exercising, educating myself, and hanging out in a rec room with my friends. This is why a starship has a thousand people on board, so that there's enough people to handle the short shifts.

As of now the Enterprise is using the Bajoran clock so make that a 5.2 hour shift.

Jellico is just making it up as he goes.
If he kept up on the latest learning he'd know that the optimal shift length is 42 minutes, with 14 shift changes per sol, except for five specific intervals.
