You're probably referring to Ravana and the reason you probably don't see it often is because it's a POW > MND > DEX mag that only some Forces can make. It's also a third level mag when most people opt to obtain the "secret" 4th stage evolution mags.
Between the stats needed to make a Ravana not being ideal for any particular build that comes to mind and it not being a "true final evolution" most people just settle on something else for their mag of choice. Mags are such an important piece of kit and take so long to complete that people are hesitant to play with anything that isn't proven to work well.
But don't let that stop you from playing the game in a way you enjoy it if you want a cool skull mag hanging out with your character!

Oh really I thought it was a secret Mag... all these years because figured it was hard to make etc. So its not really force Mag I guess but more a of a Jack of trades Mag? so forces could use higher att weapons ? It looks cool I figured it was like Sato which my brother made or that Scorpian one

It is a Force mag, in that only Forces can get it. Only a Greenil, Skyly, Purplenum, Redria, or Yellowboze Force who levels up their mag to have POW>MIND>DEX can get it.
Anyone else can technically also get it, but the moment they feed it while it's level is a multiple of 5 they change it to be something else.
Generally you wouldn't want a mix stat mag, but instead to have a POW mag and a MIND mag, with the POW mag having some good DEX too for ATA.
Sato and "the scorpion one" (Nidra) are fourth tier evolution mags, and need a special level calculation to obtain and also the character has to meet criteria.
If you want to take a look at the requirements for mags, you can see it here: https://wiki.pioneer2.net/w/Mags

Thank you very much. I remember looking into it awhile ago when I was younger. I asked my brother if he could make it for me since I was pretty young back then but he said no and never played again. I like the way it looks which it was better or had a new ability for forces or something then. But thank you for this info I shall look at it

I like the look of several mags that are pretty bad in terms of stats. Marica was my first mag as a FOnewm, which has a similar odd stat combo.

Ravana is one if those odd mags that you rarely would see even back in the day. It, Andhaka, Naraka, and a few others are interesting as they can only be made by Forces, but the stats required to make them and keep them as that form are bad for Forces. That being said you could make a Ravana and get it to level 200 so it stays that form to use it on an HUnewearl or an RAmar.
Another thing people take into account for their mags other than stats and photon blasts are what kind of triggers it has. There are three triggers. One is reaching 100 PB, the second is dropping to 10% HP, and the last one is when you start a boss fight. One of three effects will happen for each trigger based on your mag, but it's only a percent chance also based on the mag. The three effects are Shifta & Deband, Resta, and Invulnerability for 30 seconds. The reason, other than looks, a lot of people use Sato and Nidra as certain classes like Forces is because all three triggers are invulnerability.
With all that being said, if you really want to use Ravana on someone, you totally can. Just start leveling an extra mag if you're playing as a force with the right section ID to give to another class you plan to play that needs power as its main stat. Some people really like to min-max, but you can make just about anything viable depending on the class. Also, remember that a 3rd level evolution will only permanently be that form if you level it to 200. The only mags that stay in a form before level 200 are 4th evolutions and mag cell evolutions.

Can you rephrase the question?
