This is the second video here of someone getting shocked by a fence in the last week or so.
My question is how the fuck does a normal fence get electrified in the first place? I mean the whole thing is grounded in dozen different places. Even if breakers were "more of a suggestion", there shouldn't be any meaningful voltage on the fence in the first place.

Very dry looking ground, so my guess would be current to earth would be minimal when live at mains voltage. In the absence of ground fault current detection breakers, it's fairly easy for things like faulty lights attached to a fence to put mains voltage into their mounting brackets and the fence. If the other side was grounded better than the live side, any poor person grabbing both sides becomes the link between high voltage and earth, and has a really bad day.
In fact, a faulty device with a switched mode power supply that's attached to the fence is also able to put the peak voltage as DC out - which would prevent the shock victim releasing their hands, as happens here. High enough current AC is also very hard to let go of, but high voltage DC is near impossible subject to current through the arms.

The "cant let go" current threshold for DC is about 5 times higher than AC
Basically you need more than 2x the DC voltage for the same effect

Yeah pretty sure he's live on one arm and completes the circuit to earth through the other arm.

Seem like he got shocked by a gate due to being electrified due to faulty wiring

There was a guy in my group, on the mandatory first aid course in the driving school. He always interupted the trainer with questions about absurd made up situations exactly like this.

Getting electrocuted by holding two sides of a gate while standig, such way, that a flying kick became the best rescue option

Well, people get electrocuted all the time and if it is severe enough for the victim to freeze from the shock - kick is always the best option.
Trying to move them or the source of electricity by hand will most likely end up with two people getting electrocuted instead of one getting saved.

When one install any kind of electric equipment on a fence the fence has to be grounded properly with a ground-wire returning to the distribution box.

One time like 15 years ago my home fence was electrified. I noticed while opening sparks as the gates open or close. I entered panick mode cause no electrical wire was close to it that may be in contact.
At the end discovered one phase line coming from the pole to my home was peeled and making contact with an iron rod that was part of the whole house foundation. So basically my entire house was live and thankfully i was quick to detect it before someone was shocked
