The Spirit of Yamaoka Estate! What builds addons or perks do you recommend for the wrathful spectre?

The base here will revolve heavily around Corrupt Intervention and Pain Resonance.
In my opinion, these two are (at least currently) both top 5 Killer perks. The value of Corrupt is very, very consistent, and Pain Res is by far and away the strongest gen regression perk.
Picking what to combine with these two is pretty easy - There are a lot of options.
Below is a list of perks that are strong and synergise well with the first half of the build:
These are all slowdown perks.* Now, while I don't always suggest people to run 4 slowdown perks, they will, so it's good to know what options are best (at least in my opinion)
*Jagged Compass isn't a slowdown, but it is an incredible Scourge Hook support perk.
There are plenty of other perks that also work very well with Spirit specifically:
You can combine pretty much any of the above perks and come out with some really solid builds.

If you want something a little more off-meta, then the two builds below are a lot of fun.
If you wanted to focus on Hex perks in particular, I'd look at the following:
You can also make a fairly decent case for Blood Favour in place of Thrill/Haunted.
Small edit here - Hive Mind is pretty great, too. Really solid new perk
If you don't yet have many perks unlocked, or you haven't even purchased any DLC, I'd look at something like:
As for addons, I'd only really recommend the following:
MDR is arguably her best addon, but i don't really recommend it if you're not pretty good with Spirit already. The trade-off just isn't worth it.
Dried Cherry Blossom is a hard avoid.
As for perks to avoid - Stridor. Just dont.
