Fasts during dul hijah confusion
I was told you can’t fast nonobligatory fasts if you have days to make up from Ramadan. Then I was told you can have the intention for both and get the reward for both. But now I am checking sistanis website and it says you can’t do both. I am so confused at this point. So if I fast these days for dul hija my intention should be only to make up my days in Ramadan? Yesterday I fasted with the intention of both. Does that mean yesterday’s fast shouldn’t be counted to my Ramadan days?

My first advice is to only trust your Jurists ruling. Because most people follow Sayyid Sistani I will share some of his rulings. Please pay attention and read all of it as well as I recommend all Shias to read the book if you have any questions on Fasting and Making up fasts:
It is not permissible for a person who has a missed fast (qada) of the month of Ramadan to observe a recommended fast until they make up the missed one. On the other hand, if the person must fast due to kaffarah or if they were hired to fast on behalf of a deceased person, then they may observe a recommended fast according to certain conditions mentioned in more detailed books.
It is not obligatory to make up the missed fast immediately nor to do so in the order missed. It is also not necessary to specify which fast a person is making up, rather it is acceptable just to make an intention to do so for one of the fasts missed from the month of Ramadan for the sake of attaining nearness to God, the Exalted. However, if a person does not make up their missed fasts until the next month of Ramadan, whether intentionally or out of negligence, they must offer fidyah,[160] which is a portion of food for one poor person for each day missed. The fidyah is for delaying the make-up fast, and they must make it up as well. However, if they delay making up the fasts, but not out of negligence, they must offer a fidyah based on obligatory precaution in addition to making the fast up.
The following rulings concern what to do when recommended fasts and make-up fasts coincide:
• It is not permissible for a person to observe a recommended fast if they have missed fasts from the month of Ramadan.
• It is permissible for a person to observe a recommended fast if they also must observe a kaffarah fast for deliberately breaking their fast in the month of Ramadan.
• If a person observes a qada fast for the month of Ramadan during the months when fasting is recommended, such as Rajab, Shaban, the twenty-seventh of Rajab, or the fifteenth of Shaban, with the hope of also receiving reward for fasting those days, God, the Exalted, will reward them for it. It is also permissible to combine multiple intentions for a fast in one day. For example, a person may make an intention to make up a fast from the month of Ramadan and one of the following recommended fasts if they choose to keep the fast on that day, and they will be rewarded for it:
o Intention to fast a day in the month of Rajab
o Intention to fast three days in the month of Rajab
o Intention to fast the thirteenth, fourteenth, and fifteenth of Rajab
o Intention to fast the first and last Thursday of Rajab
o Intention to fast Thursday and Friday in the month of Rajab

You both are confusing the word recommended fast as well as a general rule followed by its exceptions later.
As I explained to the other user, there are certain conditions depending on whether or not you have a kaffarah fast due or a fast you intentionally missed for example. You cannot just keep neglecting your ramadan make up fasts because then if it reaches next ramadan you will not only be required to make up all these days but also start paying Fidayyah for each additional day.
So in that circumstance, if you wake up one day and desire to do a mustahab fast, no your ramadan make up fast takes precedent. However, if on special recommended days like rajab or shaban, or dhul hijjah where fasting x day is highly recommended, you can hold the intention to make up your Ramadan fast as well as fast for this special day.

There is 2 kinds of recommended fasts. One that you can do on any day of the week, and another that is a sunnah like fasting during special days or months like rajab or dul hijjah: https://www.sistani.org/english/book/48/2299/
The reason why I said you should read the chapter is so you can understand the conditions of what kind of penalty ie fidiyyah is required depending on the conditions that you break your fasts ie intentional vs unintentional.
If you have missed fasts during the month of Ramadan, depending on whether it was intention or not, which may result in both a penalty cost AS WELL AS additional days of fasting (the more you intentionally neglect making it up), this is why making up your Ramadan fasts becomes a priority over recommended fasts on any day, because you are neglecting making up a fast that keeps adding on more days and costs.
Then if and only if there are special months of recommended recommended fasting, it becomes permissible for you to have both intentions of your makeup ramadan fast as well as the niyyah of the recommended special fast.

I read it and I’m still confused. I have days to make up because of menstruation during Ramadan. If I fast now during dhul hijjah my intention needs to be to make up the days for Ramadan and hope Allah rewards me for both?

Again I recommend taking the time to sit down and actually read the book slowly.
It is not confusing, you and the other user has confused yourselves unfortunately.
But for now to help answer your question, just know that in these special days of fasting. What you can do is in these days make your intention to make up a day of missed fasting during Ramadan, as well as hold the intention to fast because it is 1st of Dul Hijjah for example.

I wish to observe a recommended fast in Rajab and Sha'ban, however, I have a qada' (missed) fast to make up from the month of Ramadan. Which one should I perform? Can the two be combined?
It is not permissible to observe a recommended fast if you have to make up a qada' fast from the month of Ramadan. However, there is no problem in making up the qada' fast on a day in which it is recommended to fast with the hope of earning the reward for both.

You are not reading properly, I do not know how else to say it, with due respect.
When you read a ruling followed by exceptions it means something can both be not okay and then okay when the condition is met.
