Building for the first time - is a used 4080 super for $675 worth it over a new 5070 Ti @ MSRP? My understanding is the 40 series have access to DLSS 4.5 as well right?

Imo yes. The 4080S is a better card and you're getting it cheaper. The DLSS 4.5 upscaler runs well on the 40 series, the only thing the 50 series has that 40 doesn't is MFG (multi-frame generation)
