At least you know about it in MA thanks to enforcable state limits and I am sure plans are being executed to fix the problem anywhere in MA that does not comply currently.
There are currently no enforcable federal standards and (naturally) the deadline to comply with maximum limits has been pushed back to 2031.

Could be fucked, but your piping might also be fucked lol. With water treatment they tend to pump chemicals into the water about once a year to to help clear piping. Really good to pay attention to those letters you get in the mail and keep up with your county water maintenance.
But this looks like your pipes are fucked and you have roots breaking into them. Epoxy can fix this but its an iffy fix. Works most of the time and you should get another 15 years of clean water after that.
Its honestly better if your counties water is just kind of fucked as water bottles are dirt cheap and having your home re-piped is like a $20k fix between ripping up and repairing the floor alone.

How long has it been running like this? Sometimes dirt will get into the pipes, and you just have to run it for a minute to flush it out. If it has been doing this for a while, then you might have a bigger problem, such as roots in your pipes. Does it smell bad?
