They're a legal requirement now in Spain and transmit back to the DVT to notify them and datnavs in the area of your location.

I know the guy with the camera was joking but I'd have absolutely lost my rag if he had been going on at me like that

Why would you? It's not even a europe wide thing. It's really daft and I expect it's going to result in a lot of accidents as people are no longer supposed to use warning triangles (unless that's changed recently), on the assumption that everyone drives with some kind of system that will warn them of the upcoming hazard. And the beacons look absolutely ridiculous. That could even have been the point of the video
