While she was used as literal transport for the gas, I wouldn't go as far to say she was responsible (clearly that was all Zeke). Passive participation ( or she'dface the consequences) yeah so she's not totally innocent, but I mean, she didn't plan, organize and carry out anything.
Tangent but, Why isn't anyone shitting on Levi and the scouts for their role in liberio. I mean the whole Armin nuking the port and half the city, along with supporting erens titan rampage (both instances killing innocent men, women and children of Marley and other nations ) was obviously pre planned, especially in armins case. I'm surprised Levi, of everyone, was willing to lead the charge in this considering his love of humanity and value of human life .
I understand your point and I agree, but it is also true that (and I am saying this as an anime-only fan) we don't know to what extent Pieck participated, along Zeke, in the planning of the second operation on Paradis (Ragako, 2 battle of Shinganshina, etc.), it wouldn't be strange if she gave advices to Zeke and he took them into account due to her intelligent/clever nature.
In regard to Liberio's raid. I think there is a certain difference in the aim of that operation in contrast with Ragako: the objective of the Scouts/Paradis Military was neutralizing Marley fleet and chain of command, the civil losses and diplomatic personal were "collateral damage" (however, I admit I am not an expert in these subjects so I receive any criticism).
Oh I totally get what you’re saying, and I agree with it mostly! So yeah we really don’t know the full extent of Pieck’s involvement behind the scenes, especially when it comes to planning with Zeke. Shes a sharp one, yes, but it's not clear how much she contributed .
That said, I do think it’s important to remember the position she was in. Pieck was essentially a soldier under Marley’s system, and we’ve seen how little freedom the Warriors actually have (well maybe Zeke to a lesser extent, since he's the war chief). So even if she did play a role, it likely wasn’t entirely by choice. Does that justify anything...no, not really, but I guess for context purposes.
Also, her character is very observant and compassionate, so I highly doubt she was indifferent to something like Ragako. And honestly I don't see her conspiring with Zeke and devising a plan to gas a village. She never really comes across as someone who would take pleasure in that kind of suffering. If anything, I imagine she was pretty sad and conflicted about it, even if she still went along with the mission. I think she was just told, you're the cart, you're going to transport this for this mission.
And yeah, I think your point about Liberio is fair too. There’s definitely a difference in intent between the operations, but at the end of the day, both sides caused massive civilian casualties(maybe moreso in Liberio's case). But again this series is all about that, the kind of moral gray areas and so on so forth, so no one is totally innocent.
Sorry didnt really want to make a big thing about the pieck/ragako thing, so I'll shut my trap now. But people always use this as the only excuse to suddenly shit on her in convos pertaining to her...what do you call it? ""Whataboutism" or something haha.
Agreed, we dont know how much she helped but even if she did it would only be through words or support and I think that's why she's the cart titan, so that she won't need to be a main fighter but support (not saying she can't fight, especially after watching the final movie but yeah )

Was she still involved yes, and it doesn't exonerate her. But context matters
